SEPA PRELIMINARY DETERMINATION OF NON-SIGNIFICANCE

NOTICE IS HEARBY GIVEN THAT MS Architecture, as applicant, and Christopher Summerer and Russell Maize, as property owners, have filed an application for a Commercial Site Plan Review authorizing the construction of a new 200' by 150' mixed use building with 8 commercial spaces and a covered parking garage on the first floor and 33 condominium units on floors 2 through 4. The applicant/owner have filed three separate variance requests to (1) modify the maximum height from 40' in the Core Commercial C-1 zoning to 43', (2) modify minimum setback of 0' along the property lines adjacent to First Avenue S and Lake Street SW to project into public right-of-way up to 6', and (3) modify minimum landscaping standards. The project was considered technically complete as of December 4, 2006.
The project is located at 118 Lake Street SW, Ilwaco, Washington and is described as all of lots 8, 9, 14, 15 and double block 12, South Half of lots 10 and 11 in Block 12 located in Section 33, Township 10 North, Range 11 West, W.M. Pacific County, Washington.

The lead agency for this proposal has determined that the project does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This DNS is issued under WAC 197-11-340(2).
According to the guidelines contained within the Ilwaco Municipal Code, a public hearing will be conducted by the Ilwaco Planning Commission at 6:00 p.m. on Tuesday, February 6, 2007 at the Ilwaco Heritage Museum at 115 Lake Street SE. The Ilwaco City Council will hold a public hearing conducted by Ilwaco Municipal Code guidelines at 6:00 pm on Monday, March 12, 2007 at the Ilwaco Heritage Museum at 115 Lake Street SE.
