ILWACO - The mayors pro tem of Long Beach and Ilwaco, Fred Cook and Doug Hubbard, each presentedthe keys to their respective cities to Dick Silvestri of Hutchinson Island, Fla., during the Ilwaco City Council meeting Monday night.

Silvestri has, over the course of three years, kayaked from Elizabeth, Pa., to Cape Disappointment, 4,200 miles, following the trail of the Lewis and Clark Expedition. Silvestri said he was inspired to make the trek after reading "Undaunted Courage," the account of the expedition by Stephen Ambrose. See story on Page A1.

The City Council approved a proclamation to adopt the National Incident Management System as the basis for all emergency/incident response and management in the city.

After a discussion, the council approved Ordinance 703 which will add a 50 percent surcharge to sewer-hookup fees outside the city limits and also approved Ordinance 704, setting a 50 percent surcharge on sewer fees outside the city limits.

The council also approved setting a six-month moratorium on adult entertainment businesses in the city. Ordinance 706 is based on a similar ordinance approved by the City of Long Beach recently. A public hearing on the ordinance will be held at a later date.
