Or Application for Coverage Under the General Permit for Biosolids Management Notice is hereby given that City of Long Beach has submitted a revised application to the Department of Ecology to obtain coverage under the General Permit for Biosolids Management. A copy of the general permit can be found at: http://www.ecy.wa.gov/programs/swfa/biosolids/pdf/BiosolidsManagement.pdf The City of Long Beach issued a Determination of Non-significance on November 14, 2017 for the proposal described in this notice after review of a completed Environmental Checklist and other information on file with the agency. Copies of the Determination of Non-significance and the completed Environmental Checklist are available from the City of Long Beach. Persons wishing to comment on the Determination of Non-significance should direct written comments to the City of Long Beach no later than November 28, 2017. The City of Long Beach WWTP will apply biosolids as a soil amendment. The forest application site is located at Parcel 10103020000, Section 30 T10N, R10W. The permit application includes a Site Specific Land Application Plan that address the management of the biosolids at this site. The permit application includes a General Land Application Plan that addresses how future land application sites will be identified and managed. Proposals for new sites will be consistent with the General Land Application Plan, and additional environmental review will be completed if needed. Public notice at proposed new sites will include a 30-day comment period, and signs will be posted around the proposed sites. Any person who wants to comment on this proposal or to request a public hearing or meeting must do so, in writing. Comments or requests must be submitted to Peter Lyon, Department of Ecology Waste 2 Resources Regional Manager, by December 22, 2017.
