PENDLETON - Dave Balcom, publisher and editor for 13 years of a newspaper in Faribault, Minn., has been appointed publisher of the East Oregonian in Pendleton.

Balcom, 56, is a 29-year newspaper veteran. In addition to being publisher-editor of the Faribault Daily News, he has been vice president of operations for the Daily News' parent company, responsible for 16 publications and a central print plant.
