Notice of Application to Change the place and purpose of use under water right Certificate 2154
TAKE NOTICE: That on August 27, 2013, the White Salmon Irrigation District and the City of White Salmon, of White Salmon, Washington filed application number KLIC-13-01 with the Klickitat County Water Conservancy Board to change the place of use and purpose of use under Certificate 2154.
That said right, under priority date of January 21, 1920, authorizes the withdrawal or diversion of 8.0 cubic feet per second (cfs) from a point on Black Sand Creek located within unsurveyed land in Skamania County about 750 feet northerly from a point where McClellon Trail crosses Black Sand Creek. This location is generally located in Section 13, T. 8 N., R. 9 E.W.M.. That said right authorizes water to be used for irrigation of up to 370 acres within the boundaries of the White Salmon Irrigation District, generally within T. 4. N., R. 10 E.W.M. The period of use of this right and annual quantity are not listed on the certificate. Actual use of this right based on the water right file is continuous diversion of 8 cfs for mitigation for impacts to senior water rights.
That the applicant proposes to transfer the purpose of use to mitigation for out-of-stream uses and instream flow in the Department of Ecologys trust water program within a place of use that includes Black Sand Creek, White Salmon River and Columbia River to Pacific Ocean.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) recording fee and filed with the Department of Ecology Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from October 17, 2013.
Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Until a decision is made, this application will be on the Boards agenda during its regular meetings, which are held on the second Tuesday of each month at 7:00 P.M. in room 105 of the Klickitat County Courthouse, 205 South Columbus Avenue, Goldendale, Washington.
